Born in Pedamaddali village of Krishna district, Andhra Pradesh in 1939, K. Madhava Rao did his early schooling in a village school, Degree course in Hindu College, Masulipatnam, BA. (Hons) degree in Economics from Andhra University and Law Degree from Osmania University. He joined the Indian Administrative Service in 1962 and retired as Chief Secretary of Andhra Pradesh.
